The Government’s Children’s Wellbeing and Schools Bill, introduced in December 2024 and recently debated in the House of Commons, tackles key challenges in child welfare, teaching standards, and school operations.

Here’s our take on what the Bill means for teachers in UK state schools…
1. Enhanced Support for Teachers
One of the Bill’s standout features is its emphasis on empowering teachers.
From standardising pay and conditions in academy schools to introducing stricter regulations for teacher induction, the reforms aim to provide a more supportive and consistent framework for educators.
For teachers, including those that work with Zest Education, this means:
- Greater Pay Equity: By aligning academy pay with national standards, the Bill reduces disparities, ensuring all teachers are fairly compensated for their invaluable work. Supply Agency rates of pay are benchmarked and adhere to the bands that schools work to, meaning the pay a teacher on supply receives should always be fair and in-line. Remember to check this with your agency.
- Improved Induction: New teachers will benefit from enhanced induction programmes, designed to better prepare them for the challenges of the classroom. This is particularly crucial for those beginning their teaching journey in high-pressure environments, and is something that we’ll be investigating as a supply agency, to see if there’s any other training that we can implement to help our ECT candidates be as prepared as possible and find roles that support their growth.
2. A Renewed Focus on Student Welfare
For teachers, a classroom’s success isn’t just about academic results, but also about fostering a supportive and inclusive environment.
The Bill introduces several provisions that aim to make this a reality:
- Breakfast Clubs: Free breakfast clubs for primary schools will not only support student well-being but also improve focus and performance in the classroom. Whilst many breakfast clubs already exist, they’re not currently free – but we do wonder if this is a viable option for schools, in terms of budget.
- Simplified Uniform Policies: By limiting branded items on school uniforms, the Bill reduces financial strain on families, contributing to a more inclusive school environment. Teachers can focus on education rather than enforcing strict uniform rules.
3. Strengthened Safeguarding and Attendance Measures
Ensuring every child has access to education and remains safe is a cornerstone of the Bill. The strengthened safeguarding measures and stricter attendance regulations will provide teachers with additional support in managing these critical aspects.
Highlights include:
- Multi-Agency Child Protection Teams: These teams bring together social workers, educators, health professionals, and police officers to address child welfare concerns collaboratively. Teachers will have more robust systems in place to report and act on safeguarding issues.
- Enhanced Oversight of Attendance: New guidelines and tools for monitoring attendance will help teachers identify and address absenteeism more effectively, reducing the risk of students falling behind.
4. Accountability and Transparency in Academies
The Bill’s provisions also ensure that academies are held to the same high standards as other schools. This includes adopting the national curriculum and adhering to statutory pay and conditions.
For teachers in academies, this brings:
- Consistency in Expectations: A unified curriculum ensures that educators can collaborate and share best practices across different types of schools. For supply staff, this means an easier adjustment period, and extra flexibility.
- Fair Working Conditions: With statutory pay and conditions extended to academies, teachers can expect more equitable treatment, fostering job satisfaction and retention.
For our teachers, these potential reforms represent both an opportunity and a challenge.
While the provisions aim to create a more equitable, supportive, and effective education system, they will require adjustments in how schools and teachers operate day-to-day, and could mean changes to the way schools look at supply.
